Andrew Wilkie, the independent MP, said on ABC News Australia that artificial intelligence systems pose a unique security challenge because they cannot be disabled once they spread across borders.

He explained the scale of the problem:

“It's destructible, you would have to turn off every power source and sever every wire link, fiber optic link, satellite link, microwave link to actually shut it down. In other words, you can't shut down.”

Wilkie said this means the focus must be on preventing rogue actors or states from spreading the technology rather than containing it after deployment.
